1. ISTC Senior (Biological) Project Manager (SPM) - EU Citizen Position in Global Security Department
General Description of the Position

The SPM function is a key position in the ISTC system for managing science and technology projects. He/she is personally responsible for initiating and coordinating of all official steps required by the Center’s procedures for projects implementation after a project had been assigned to an SPM. Within the project, he/she is personally responsible for monitoring technical progress, reporting on problems, preparing evaluations, and being main contact point between a project, Center’s management, and ISTC Parties.

All SPMs will act in the framework of the ISTC policies and procedures in accordance with the ISTC Statute and Agreement, and as modified by ISTC Executive Management Decisions.

Reporting

SPM reports to Deputy Executive Director Global Security & Strategic Planning

Duties
Provides advice and consultation to the CIS Institutes, international collaborators and potential funding entities about the ISTC general issues of activities, procedures and rules in accordance with the ISTC Agreement and Statute;

Addresses international cooperation and non-proliferation priorities as a means to strengthen bio-security and bio-safety measures in Russia and CIS countries;

Contributes to assess the needs and to identify the priorities for up-grading the security level of Russian and CIS bio-research facilities and the safety level of scientist working practices;

Develops and promotes the liaison and cooperation activities (e.g. partner research projects, training, staff exchange, thematic workshops) between Russian and CIS institutes concerned and their foreign counterparts which have a large experience of improving security/safety, following internationally recognized norms/standards;

Identifies and liaises with non-recurring funding sources (e.g. World Health Organization, G8 Global Partnership Initiative) to support those activities through ISTC;

In cooperation with the ISTC centralized services and in accordance with the Model Project Agreement and Instruction on Work Plan Preparation, coordinates development of the Work Plan of Project Agreements with particular attention to the adequacy of the technical means and resources requested to the declared goals of the project, and determination of possible future use of project results. This is to be done in consultations with the principle collaborators.

In cooperation with the dedicated staff in other ISTC offices assists the CIS institutions in preparing their Technology Implementation Plans, in promoting the results of the projects. In cooperation with IPR specialists assist the CIS institutes in definition of the project results to be protected and in taking steps to protect gained knowledge.

Oversees the implementation of approved projects under the guidance of Project Management Manual, and as called for in the Project Agreements, alerting the Deputy Executive Director on possible deviations from the Project Agreements and providing recommendations for helping to ensure that projects meet their objectives as per the ISTC Agreement. Provides an evaluation of project’s potential either in the research sector or commercial sectors.

Responsible for coordination of European based biological safety and security-related projects as well as outreach with European Partners to engage in developing projects within the sphere of the 5 thematic areas of Global Security related to biological activities. This may include coordinating delegations, and relevant supplemental budget activities

Responsible for the following projects:

Regular projects as appropriate and necessary, given the workload of the department, with a focus on biology projects
Partner projects related to global security applications and the biological sciences

Coordinates mobility fund training activities related to biosafety/biosecurity

Coordinates and provides oversight for certain Supplemental Budget (biosafety /biosecurity) activities.

In cooperation with centralized ISTC Services (Project Agreement, Financial, and Procurement) and in accordance with the Projects Management Manual, initiates and coordinates project completion procedure.

Cooperates with the corresponding Program Managers in considering possible involvement of project participants in others ISTC-sponsored programs and activities, such as Training, Travel Support, Patent Support, Seminars, Workshops and others.

Assists in training of the newly hired project management staff in the Division.

Programmatic approach

Under the Science & Technology in Support of Counter Terrorism Programmatic Approach will develop Concept papers for new Targeted Initiatives (eg. “Bioterrorism”)

Authority
SPM has a full allotment authority within the terms and conditions of each Project Agreement under his/her responsibility upon designation by the Executive Director. According to the ISTC Financial Regulations, allotment authority is separated from the budget control authority performed by the ISTC financial services.

SPM has authority to direct activities of a Project Officer(s) – PO or Project Assistant(s) – PA if such positions are available within the division structure. SPM allotment authority may not be delegated to PO/PA.

SPM may be temporarily designated as acting DED in a capacity of a department leader, and without the right to fully represent DED in his/her other duties.

Qualification Requirements
Persons applying should have higher education (PhD) in the technical disciplines related to the biological sciences, at least five years of experience in research, proved skills in project management and lasting experience in working in an international and multicultural environment.

Fluent English and basic computer skills are prerequisites for application.

Knowledge of Russian, supplemental education or training in accounting, procurement, legislation, etc. are highly appreciated.

Applicants should be ready for background checks related to the CIS legislation governing access to research and production facilities with enhanced safety/security requirements.

2. Information and Public Relations Officer

The Information and Public Relations Officer’s primary duty is to compile, create and appropriately disseminate ISTC documentation, information and promotional materials to internal, governmental and commercial stakeholders of the ISTC. The postholder will also be expected to create and disseminate ISTC corporate and / or promotional information to media and public organizations.

The Postholder will work closely with the ISTC Communications and e-media Officer supporting the outreach activities of that position, but will take the lead role in ensuring that the internal communication processes of the ISTC are effective and that information required by ISTC Directors, Board and Parties is compiled, written and disseminated accurately and within appropriate timeframes.

The Postholder will also support the Communications Manager in issues related to print and television media outreach, and will contribute to the external relations activities of the Executive Director.

Reporting
Reporting to Communications Division Manager

Duties
50% Internal Communications Activities:
To source and present relevant ISTC programme / project overviews including success stories and other materials required by or useful to ISTC Directors or Parties and to ensure that such information, as well as information on policies, strategies and outreach activities are comprehensive and broadly disseminated to all stakeholders across ISTC and its Parties
To assist Deputy Executive Directo Global Security Department (DED-GS) and ED Office with creation of official correspondence, presentations, briefings and organization of visits
To assist Communications Division Manager and team to develop a ‘house’ style for all information and communication materials
To edit material related to above activities as created by other Departments of the ISTC and to draft brochures, leaflets, press releases and other material for the public at large
40% External Communications and Public Relations Activities:
To assist the Communications Manager with the development and maintenance of a global list of key journalists in scientific and nonproliferation areas and to develop a contact program for key journalists in areas of interest to ISTC and its stakeholders
Arrange press conferences, media briefings and interviews concerning specific events and issues, and creating appropriate media information as directed by ED, DED-GS and Communications Manager. Divulge the results of Board and other meetings to interested parties
To keep abreast of key non-proliferation-related developments in areas such as science, security, politics, trade and development both outside and within the organization and to propose relevant articles or promotional materials. This would include the identification of issues likely to negatively affect ISTC’s public profile and the preparation of internal briefing materials and media response material related to such issues. A rapid reply service will be developed
Working in close cooperation with the Communications and e-media Officer, to write text and source any accompanying images for ISTC information and promotional material including, but not restricted to: ISTC Annual Report, periodical newsletters, webpage content, promotional literature and exhibition material, media releases and articles, and promotional correspondence
10% Additional Duties
Attend ISTC promotional events to support the activities of the Communications Division
Undertake other related writing / editorial assignments as required by the Executive Director, DED-GS and Communications Manager


Qualifications
University degree in communications or media relations and / or equivalent combination of relevant professional and academic qualifications. A scientific background is an asset
Work experience (5 years) in providing / contributing to the public relations / communications aspects of scientific research and / or nonproliferation programmes / projects is a must
Strong interpersonal and communications skills. Must speak and write clearly and effectively in English and, ideally, Russian
A proven ability to obtain relevant factual information from varied sources and to accurately and concisely convey received information in written form to a house style
Proven experience (5 years) in developing communications related strategy or media contact programs
Ability to plan, coordinate and monitor own work and the work of others
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service
Must be an EU National

Duties

This is to be done in consultations with the principle collaborators. Projects will predominantly be in the 5 thematic areas defined within the GS Department as applied to the area of nuclear technologies.

Will foster the development of collaboration and partnering on projects by establishing and maintaining contacts with non-CIS institutions, Industry & International Organizations.

In cooperation with the dedicated staff in other ISTC offices assists the CIS institutions in preparing their Technology Implementation Plans, in promoting the results of the projects. In cooperation with IPR specialists assist the CIS institutes in definition of the project results to be protected and in taking steps to protect gained knowledge.

Programmatic Approach
In the framework of the ISTC’s Programmatic approach, the SPM shall also be responsible for promoting science and technology in support of Counter Terrorism with respect to CBRN. It shall be the duty of the SPM to develop and maintain an understanding of the area of this responsibility. This includes conducting an analysis of the trends in this area in order to present the data and conclusions regarding findings to the Secretariat, as well as to the Parties and Partners. The SPM shall be ready to develop upon request a topical report for the area for which he/she is responsible, to propose adequate follow-up and to deal with such follow-up, as instructed by the DED.

In cooperation with centralized ISTC Services (Project Agreement, Financial, and Procurement) and in accordance with the Projects Management Manual, initiates and coordinates project completion procedure.

Cooperates with the corresponding Program Managers in considering possible involvement of project participants in others ISTC-sponsored programs and activities, such as Training, Travel Support, Patent Support, Seminars, Workshops and others.

Coordinates workshops as required.

Assists in training of the newly hired project staff in the division.
